E-invoicing is mandatory for B2G e-invoicing in Germany.
Since 27.11.2020, public contracting authorities of the Federal Government and the State of Bremen have required their suppliers and service providers to send invoices exclusively electronically. Either X-Rechnung, ZUGFeRD or another EU-compliant format is required.
Other federal states will follow in the future.

ZUGFeRD
ZUGFeRD is a hybrid format and consists of a PDF file in which an XML file and any attachments are embedded. In the latest version 2.1.1, which was published on 01.07.2020, it is possible to create pure XML invoices. Put simply, ZUGFeRD can now also be used to create X-invoices – at least in the Cross Industry Invoice syntax from UN/CEFACT (CII).
X-bill
Create X-invoices – at least in the syntax Cross Industry Invoice from UN/CEFACT (CII). X-invoice The X-invoice standard is a structured, machine-readable XML invoice in which up to 200 invoice-related attachments, but not an invoice image itself, may be embedded. Version 2.0.0, in the version dated 30.06.2020, is valid from 01.01.2021.
APplus powered by SEEBURGER E-Invoicing Service
With the e-invoicing service, APplus customers can create and send ZUGFeRD and X invoices via the ASSECO SCS Cloud and the SEEBURGER Cloud. Invoices are created in APplus as before and then transmitted to SEEBURGER via the ASSECO SCS Cloud.SEEBURGER handles the conversion to the ZUGFeRD or X-invoice format. The invoices are then returned to the creator and sent to the recipient by email. In the future, invoices can be sent directly to the recipient via the SEEBURGER Peppol Access Point extension.
